CC Simple Wire Removal

I came across a video tutorial for a Premiere effect called "CC Simple Wire Removal". It would do exactly what I need it to do.

One problem, though - it doesn't appear to exist. I can't find it in my Effects pane, and I can't find any links to download it. The Effects List shows it as a "third-party effect", unhelpfully, with no link or explanation.

I also can't find any references to anyone else missing it, or downloading it, so I don't know if I'm just overlooking something obvious. Did this effect once exist, but not anymore? If so, what effects could I use that would accomplish the same thing?

Wire removal is an AE effect, wont find it in Pr.

So what's up with this video? Did this feature get removed from Premiere? Or is this video by a person who owns After Effects, and the effects library is shared by both applications?

That video clearly says that the effect is for After Effects, as well does the screenshot shown by Roei.
