You need Encore CS6 to make a DVD. CS6 is end of life, and there is no Encore CC. To get Encore, you install PR CS6.

Once you have Encore, you export from PR CC using the MPEG2-DVD format and import to Encore.

Here is how you get Encore:

You must install the library separately, but you do not need it to make a DVD. I prefer this link to the one they send you to on that page (which is an installer for templates and styles for Encore and Premiere).
