If doing a static menu, Photoshop is hard to beat.

If doing a motion menu, After Effects (with the possibility of some Photoshop) is hard to beat.

Each offer excellent features for design and you can asli generate your sub-pictures.

Of course, this assumes that what you’re using for DVD authoring supports external files (often a TIFF or PNG for static menus with sub-pictures and appropriately compressed QuickTime movies or encoded MPEG2 streams with TIFF or PNG subpictures).

Many off-the-shelf DVD applications require using an existing menu template and/or designing in the app itself.)
