Downscale 1080p to 720p

How can I actually downscale 1080p to 720p without losing its quality. Because I keep having a problem where the head or part of the scene gets cut out if you try to downscale it.

    Hi astral4200,

    You're just downscaling 1080p footage in a 720p sequence, right? What happens when you decrease the scale value in your Effects Controls panel?

    Am I oversimplifying your question? Or is that all there is to it?
