Effect tab is present but no effect controls (keyframe, motion, etc)

Trying to rotate the image but can't find where to do it. All the help videos show and I thought I remember them being listed under here.

    It's the storage location for Effects, not the controls location.

    Effects tab/panel and Effects Control tab/panel are two completely different things.

    That's the home for the Effects themselves ... think of it as they are stored there.

    You modify their effect on your sequence/clips via the Effects Control Panel ... which depending on the 'mode' you're in, may be available in the lower left or upper left quadrant panels as another tab.

    Im getting the same options form that tab as well. I found how to flip, but I can't find motion.  This bar looks different on  videos
