Export gets stuck at 9% every time

I've tried to export my file in primere and for the 4rd straight time it gets stuck at 9% during encoding. I've only had this happen once 3 weeks ago. But now it would happen again and again

Delete the Media Cache from the Pr preferences and if this does not work, it delete the preferences of Premiere Pro by holding down Shift + Alt + Ctrl just when the application starts.

Does it happen both with and without GPU acceleration?

What is happening on the timeline at 9% point of your timeline?

I haven't tried GPU acceleration. Here's a screenshot of what it look like

Export through AME and watch the preview where it gets stuck (if it gets stuck?)

That is the spot on the timeline you need to fix.

Are you getting any errors?

What version of Premiere Pro are you using? What are your computer specs?

What is the nature of your project? Are you using any large image files?

Have you tried exporting through Adobe Media Encoder? Do you get the same result?

Not receiving any error. I left my computer on and went to sleep for 3 hours. When I came back it's been stuck at 82% for 30 minutes.

Here's the spec: Core i7-8550U, 16GB RAM, 512GB SSD, NVidia GTX 1050 Graphics

It's a 3 minutes video and only about 20 seconds of it is 4k footage.

Havent tried the encoder yet.
