Feathering video like example shown in Premiere CC

Hello,

A few years ago I feathered this video into a black background in FCP and I cannot remember how I did it, I have tried to select feather in Premiere and select the rectangle but not getting any results. Would I need to create a new mask to create this below against a black background?

Jim,

I added a new mask, then adjusted the size and tried to put black video underneath, I have been trying to figure out how to feather it in but no luck, I am close just cant figure out how to get it to feather into the black. Thanks again!

You've got a Mask on the Edge Feather effect.

I'm saying use a mask on the Opacity effect, and feather the mask.
