Glow effect on video

Hi Adobe community, Im currently editing a fun video and Im not that expert but made some progress. There is one effect I saw on a compilation in Youtube and thought it would be cool to have on the video im currently editing, basically the person has this kinda glow effect before making an attack. I've been trying to implement that on the person in the video but no luck whatsoever.
