HEVC Playback issues

I have been encountering an issue where the video that has HEVC codec will cause playback lag where it skips frames or just simply plays them on loop. I have managed to come up with a workaround where I change the video to regular mp4 using cloud convert but I would like to know if there is an actual fix to the issue.

Premiere Pro 2019

Intel i7 9700k 9th gen

MSI GTX 1060 6gb

Samsung 970 EVO 1TB

Corsair Vengeance 16GB

Windows 10

HEVC is an incredibly difficult and unoptimized codec to edit with. It uses heavy encoding and compression that requires tons of work on your CPU to decode. While this is all fine and good for standard playback, to use in real-time for editing is a slog on machines, even if you have a good CPU.

All in all, it isn't an outright 'issue', as the codec works as intended: it is a delivery codec meant to reduce file size. If you're looking to improve editing playback, I would suggest creating Proxy or Intermediates of your HEVC clips, ideally something like ProRes/Cineform/DNx, which are codecs optimized for editing. (So yes, converting may be unavoidable).

You could try reducing your playback resolution in your Program panel and see if that helps, but it still may not be enough.
