How to embed video (mp4) inside an image

Good Morning,

I'm sure there is a tutorial on this somewhere, but I can't seem to find it...

I have Adobe CC running on windows 10. I want to embed a video inside an image; similar to seeing a picture of a TV with video playing on the TV screen. I would like the final product to be rendered as an MP4.

I'm not sure how to do this to size & place the video where I need it. I would appreciate any guidance on where to start. My Photoshop skills are about a 7 out of 10; My Premiere Pro skills are about 5 out of 10; and my After Effects skills are about a minus 46 out of 10...

Thanks in advance for your guidance & suggestions..!
