Illustrator files get rasterized on import.

Illustrator files 'loose' their layers in Premiere but

If you need to edit the layers you can open the file from Premiere's timeline in Illustrator and do so.

In 2023 export to pdf each layer using the multiple files option (an artwork for each part of the image if you are going to animate or just need the layers) then you open all the pdf´s and save each one of them as ai... there you have your layers

To open the Ai layers for individual use in Premiere you can export the project from Illustrator to a psd file and then import that into Premiere. But It has to start as an rgb color model or Pr gives a generic error and will not open it.

If one needs to keep the layers say for animation one is better off in AE.

I have never tried it but can you import Illustrator files retaining the layers into Photoshop and then import the psd into Premiere?

I think you can but then you loose the vector ability.
