How to resize the video and THEN zoom it.

I dont want to explain long, cause i think this is hard to explain in text, so i made this 10 or so second video to just show you. Sony Vegas Pro can do this easily, but how would i do this on Premiere Pro? Cause every tutorial i see and whatever only shows how to do simple zoom. But i need this:

Double Zoom. Or whatever name this action has - YouTube

basically, resizing the vide oand put it somewhere, and THEN zoom inside that, without affecting the first resizing.

Thx!

Correct answer Ann Bens

Put video on V1 and nest

Put a white square/shape on V2

Add track matte effect on V1 on the nest and set it to V2

Inside the nest you can set the scale and keyframe.

I'm not sure there is a direct equivalent to this ability in Premiere.

Someone else may have a better solution.

One work around would be to place the BG above the clip that you want to zoom within the constrained frame, and cut an inverted matte in the BG. This will reveal the clip you want to move within the constraints of the inverted matte:
