Premiere Pro 2019 now requires CUDA 9.2 or higher drivers to even enable MPE GPU acceleration at all. Unfortunately, your Quadro 2000D was of the Fermi generation, whose driver support is now EOL'd by NVIDIA itself after driver version 375.xx back in 2017 (with security patches of that branch continuing through 2018). As such, the card only supports CUDA 8.0 - way too old to be supported in MPE. As a result, Premiere Pro 2019 (13.x.x) will be permanently locked into the MPE software-only mode with all Fermi GPUs.
