It won't let me open the program! Getting MFPlat.DLL

When I install the program and try to start it I get an error saying:
Code execution cannot continue because MFPlat.DLL was not found. This problem can be solved by reinstalling the program!
I have reinstalled the program 5 times and am trying to install older versions but it keeps giving me the same problem!

Help me urgently! I have a lot of work to do!
