Low quality on youtube playback capped at 240p

I recently made a montage for a game uploaded to youtube and when i played it back privately the actual footage was smaller then the screen (kinda hard to explain so i'll link a picture) and the video quality is capped at 240p anyone know how to fix this?

If your source is 352x288, you can't expect to uprez it to 1920x1080 and get good quality.
