Magnify Effect

How do I create a magnifying circle within Premiere Pro CC 2020? I have seen video tutorials that show a magnified circle on the cursor and I would like to learn how that is made. Also I know premiere has a magnify effect in the distort video effects, but when I apply that to my video clips the magnification is an elipse rather than a perfect circle. How can I create the perfect circle?

Video tutorial are usually made in screencapture software such a Camtasia.

Such effects are build in. Premiere does not have those.

 

If the magnify effect is elipse I am guessing your footage is stretched. It does not match the sequence settings.
