Premier not exporting video to desired size

I'm trying to resize a video for social media, upon trying to export, it will not export at my set size - 1080x1920 - when I try to set the video settings to the correct size, I get the following error - Invalid framesize/framerate for this level. Please lower the video bounds or frame rate, or increase the Profile and Level and try again. It will not allow me to change the frame rate or change the side for the video above 439x262
