Premier Pro Bottleneck?

I am currently using my pc that I built to edit HD footage in premier pro and it keeps either lagging or freezing whenever i try to playback footage or load footage into it. I am wondering if I have a component or components that are bottlenecking my system.

My System:

2x WD green 240gb SSD

GTX 1060

AMD Ryzen 5 1600

16gb DDR4 ram

That's a medium/slowish 6-core CPU with only 16GB of RAM. That's under 3GB of RAM per core, and for a fast machine approaching 10GB per core is recommended. So it's not going to be a screaming machine. You can work decently with it, but as Peru Bob notes, that will probably work better with proxies, especially say the included Cineform options. DO NOT try the H.264 proxies, as those, being long-GOP, take a lot more CPU/RAM resources per "frame" than an intraframe codec like Cineform.

And ... especially use proxies if you're working with DSLR/drone/GoPro/mirro-less media which is nearly all long-GOP stuff. Again, very hard on the CPU/RAM.
