Have you tested a known file? One that imported into a previous version of Premiere?

Oh yes. I opened an old (cc2018) project and media appears pending... and i can't link them again because of "unsupported or damaged file".

What codec is the file? Use MediaInfo to find out.

Is this file from a particular camera? So these files worked in 2018 but no longer work in 2019?

It's a standard XDCAM 422 1080i OP1 MXF.
I can play it inside Premiere CC 2019 on my end so it's only your system. Check out this guide:

I suggest clearing your media cache first because I think this may be the culprit.
