Ok, so what I'm wanting to do is have a timecode on some 20min footage. I then want to speed up the footage as if it's playing in fast-forward but also have the timecode speed up with it. So at the end, I would have 10min of footage but the timecode still says 20min.
I know how to speed up the footage but I can't figure out how to get this fast-forward effect on both.
I know I can export the footage with the timecode then import it again but is there a way around that?
I'm new to premiere pro and I can't seem to find an answer to this elsewhere.

Apply the timecode effect to the clip. Once applied, select the clip. Go to the menu Clip > Nest and make the clip a nest.
When complete, adjust the speed of the nest.

If you have access to After Effects this would be very easy with the "Numbers" effect. You could create a solid, add the effect, set the type of numbers to timecode and keyframe the value.

I don't have After Effects, but i will look at getting it if its that simple in there.

Export the footage in at normal speed with the timecode effect applied.
Once exported, import the file you just exported back in to your project.
Now drop that clip on to your timeline, and adjust the speed as you want.

This is what I started doing but exporting takes so long, I was just wondering if there was a quicker way.
