Premiere Pro keeps "not responding" on good pc

I recently bought myself a pc for recording/editing. When I create a new project it runs fine till I import a video. Then it keeps being unresponsive, the Program playback takes years to load. It's not even 4k footage. Its 1080p60 h.264. And like I said it's not like my pc isn't made to run Premiere. It's a i7 9700k with 32gb of ram and Premiere is install on a Samsung 970 Evo Plus NVMe. I'm just completely lost on my Premiere runs better on my dinosaur of a laptop and not a high-end pc.

This is a known issue with Premiere at the moment.  Something changed in one of the later Pr 2019 versions this year, and it severely impacted h.264 and h.265 handling (imports, timeline handling, etc).  Adobe has reproduced the problem in-house but no ETA on a resolution has been given.

your working with h.264 footage so try the following  -

Go to preferences > Media > Enable hardware accelerated Decoding (make to restart premiere pro) and check if it works fine. if not then also go to the Project Settings under the file menu and choose General and change the Renderer to Software only.

If it still does not work then go to Help Menu and select System Compatibility Report and let us know it is reporting any conflicts.
