Premiere won't start on Windows 10 Pro

I've recently installed Adobe Premiere and it won't launch properly on my work's Windows 10 Pro computer. When I click the icon, I get a spinning wheel, but it never actually launches. The rest of the Adobe Suite I have installed works fine, so I'm not sure what the issue is with Premiere. I've also had our IT guy look at it and open it as an administrator, but that doesn't seem to be the trick either.

    Just in case anyone else searches for this, I did stumble upon another possible reason Premiere Pro CS6 may not open:

     

    ... I have PREMIERE PRO CS6...

     

    In my case, it was because I had a VST plugin, in the C:\ProgramFiles\Vstplugins directory, that Premiere Pro CS6 did not like.

     

    - Premiere Pro CS6 would launch, with its typical splash screen.

    - Would stay there about a minute, or so, then... would disappear, and not launch Premiere Pro CS6

     

    I paid a little more attention to what was scrolling across the bottom of the splash screen, and noticed Premiere Pro CS6 was scanning my VST plugins.  It would get to a certain one, and that is when the screen would disappear.

     

    I discovered Premiere Pro CS6 auto-searches the "C:\ProgramFiles\Vstplugins" directory, and there is NOT a way to change that in CS6 (That I could find, although CC allows you to set the directory now, from what I have read).

     

    I read some threads where users did some sort of "Blacklist.txt", or something, for each of the plugins, but that seemed like way too much unnecessary effort.

     

    MY SOLUTION:

    So, to resolve, I changed the "C:\ProgramFiles\Vstplugins" directory TO "C:\ProgramFiles\VSTPlugs".

     

    Of course, I had to change this path in my DAWs, as well as a couple of other applications, BUT... Premiere Pro CS6 launches without a hitch now, since there is no longer a "Vstplugins" directory to cause it confusion.

    Maybe try this:

    Restore default preference settings, hold down Alt (Windows) or Option (Mac OS) while the application is starting

    It's not responding or doing anything when I hold down Alt.

    Exactly which version of Premiere Pro?

    Do not count on Windows to be fully up to date when it comes to device drivers

    Go to the vendor site to be sure you have an updated driver for your graphic adapter

    •nVidia Driver Downloads http://www.nvidia.com/Download/index.aspx?lang=en-us

    •ATI Driver Autodetect http://support.amd.com/en-us/download/auto-detect-tool

    There are also intermittent reports that the newest driver is not always the best driver due to driver bugs or compatibility issues, so you MAY need to try an earlier driver version
