project timeline cursor doesnt move

the blue timeline cursor that indicates where in the timeline the preview video is, does not move in the timeline tab if I move it. It does move in the timeline-view under the preview video. 

The functionality of the program is otherwise still the same: pressing play works, I can still move the cursor but it does not update its position in the timeline.

 

I've already tried ctrl-shift clicking Adobe Premiere.

I have just installed new graphics drivers.

Try resetting the Workspaces:
Reset a workspace
Reset the current workspace to return to its original, saved layout of panels.
1. Do one of the following:
• Click the Workspace menu icon and select Reset to Saved Layout.
• Choose Window > Workspace > Reset to Saved Layout.

Wow. Worked for me. (I did find the timeline cursor updated when I resized the window. Not a fix but just an observation.)
