Select Timeline keyboard shortcut

I can't figure out how to select the Timeline panel from the keyboard. It used to be Shift+3 and that appears to have been removed in last weeks update. I tried to add it back in Edit/Keyboard Shortcuts but can't seem to make it stick. When I open the Keyboard Shortcuts window I double-click Window/Timeline and press Shift+F3 but it's not saving it. How can I select the Timeline panel from the keyboard in the latest Premier Pro CC (2017.1 11.1.0)?

    I was having trouble adding it by pressing the key sequence but just figured out I could drag the command (with the mouse) to add it and was able to save it to the standard Premiere configuration.

    it appears that all the window shortcuts are not there when it's set to custom. I don't remember deleting them, but adding it manually works for me
