Should you render BEFORE exporting?

It's not common knowledge but, with final cut pro it's necessary to render before exporting a video or else it looks like garbage.

Is it advisable to render before exporting from Premier?

The reason I ask is because I have an issue rendering. When I choose render nothing happens (status bar says it's rendering but never moves).

I don't need to render though, as long as I can count on the export to be the highest quality.

Rendering is not required before exporting, and in fact doing so could actually reduce the quality of the export under certain conditions.

rendering in premiere is mostly just to allow smooth playback while editing, so you can watch what you are working on. you dont need to render before exporting, it will export full quality of whichever sequence/timeline and export settings are in use. Rendering and previewing sequences   by default it will only try to render red area's of the timeline, if you dont have any that may explain why nothing happens. Note there is also a checkbox in the Export settings, "Use Previews". So even if you did render previews in timeline, but didn't check this box, then previews are not used anyway. In general, the Preview codec may be sub-par and it is best to export direct from source to final destination format, and skip the extra generation of loss of the preview render. I rarely render anything in the timeline for preview, as Mercury Playback provides decent playback for me.

With certain codec rendered files can be used for export such as when quicktime/Proress or GoPro is used and exported to that codec. They are not of lesser quality such as I frame only mpeg and they can speed up export significant.
