Smooth Premiere Pro CC Stop Motion?

Hello everyone! Recently I have been getting into stop motion so I decided to test out a stop motion app on my phone and animate a few scenes. I set the videos to play at 15 frames a second and they were very smooth. Next I took some pictures with my DSLR and used premiere to make them into short clips and interpreted the footage at 15 frames a second. Playing it back, the animation looked choppy, fast, and not as smooth as the one I created on my phone. I've tried watching YouTube videos on how to create Premiere Stop Motions, and while they did help, it was still not as good as the phone. Is there any way to create smooth stop motion on Premiere? Or do you need software specifically for stopmotion? Thank you.

Why 15 fps?

24 fps is the standard.  Plan around that.

Do note, however, that genuine stop motion won't have any motion blur in the frames to smooth things out like the phone footage did.

you should import your photos as a sequence and interpret it at 15fps (although 12fps is a more common FR for stop motion). right click on the footage->modify->interpret footage. show us the interpret footage dialog and your sequence settings.
