Sped up clips render jerky?
Hi PR community!
I was wondering if anyone would be able to help me with something I have experienced when rendering my first video with Adobe Premiere Pro after converting from Sony Vegas Pro 14.
When I am speeding up video clips, the end result appears very jerky and stuttery almost like stop motion. I will post a link to an example here. At 8:00 in this video (where I am applying the highlighter) you will see that the sped up footage appears very jumpy as if some frames are missing.

Whereas, at 8:30 in this video, sped up footage appears to play at real time and is very smooth. This video was made on Sony Vegas so I highly doubt the issue is with my computer.

I am also aware that I didn't quite hit the sweet spot in my lens' depth of field focus in the first video, resulting in the quality being slightly lower than that of the second. Could this have something to do with the problem?
Answers would be greatly appreciated, I have only had premiere for around 5 days and so am very new!
I am currently rendering my output to match my source footage which is 30 fps. However, I did do a test re-render at 60 fps which actually seemed to help the problem, however I am aware that doubling up the frame rate of the source is not a good long term solution.
Other settings I am using - H.264, Youtube 1080p preset, max bit rate 16.
