Timeline locked and unusable, cannot select it or use it

So silly me wanting to use an editor to edit, its my own fault really. Sadly to edit you need the timeline. I can scrub through the timeline, but the marker does not move. Sometimes the timeline is still even grayed out and looks to not be selectable but then I sometimes have multiple windows highlighted as in use. The Space bar will not play a movie either. This is kind of considered a critical issue as ALL my clients work needs to come to a halt. I am literally unable to use Adobe Premiere.

I have disabled the GPU, tried CUDA and OpenCL.

The laptop is a Dell Precision 7720

16GB DDR4

Windows 10 Pro

i7-7820HQ

Nvidia Quadro P4000 16GB RAM

All drivers up to date

Try resetting the preferences:

FAQ: How to reset preferences in Premiere Pro?

If that doesn't work, try resetting the Workspaces (You may need to do it a few times for it to "take"):

Reset a workspace

Reset the current workspace to return to its original, saved layout of panels.

  1. Do one of the following:
    • Click the Workspace menu icon and select Reset to Saved Layout.
    • Choose Window > Workspace > Reset to Saved Layout.
