Very slow start up: Premiere Pro

Premiere Pro always takes over 6-7 minutes to start up.

This has not always been the case and it got worse a couple of releases ago. I was led to believe the most recent release should have fixed this, but it hasn't.

Using Win 64 PC and desktop shortcut to C:\Program Files\Adobe\Adobe Premiere Pro CC 2019\Adobe Premiere Pro.exe

Any ideas how to fix this slow start up?  I've searched this forum and Google but to no avail.
