What is Premiere Elements?

Do I need Elements instead of Premiere Pro to arrange video clips like into a 4 x 4 set of windows where all members of a choir are singing? I shot scenes and want to download them. Do I have to buy a separate program Premiere Elements to get the scenes arranged the way I want, such as a square format instead of 16x9?

Just came from elements, it is a lite version of Premiere Pro. What you are talking about you can do it in both. Elements is just an easier more handholding, and less capable, video editor then pro. Less you can do, less to figure out.
