Why are the CEA-708 closed captions flaky?

Is anyone else having this issue?  I bring my closed captioning in and the 708 CC is super flaky!  Perhaps this is a display issue?  In this top screen print you see what the CC is suppose to look like, and the bottom (708) makes no sense at all. I started noticing this sometime recently after a PP update.

The problem isn't excluded to a couple of captions. The problem exists in most of them!  Here's another example...

Please let me know if you've also seen this problem.

UPDATE -  I called Adobe, and was told apologetically that they are working on the closed caption issues.  The guy didn't mention if they were specifically aware of the two issues I'm dealing with.  I expressed that until they fix this major flakiness (depicted in the screen prints above) I'm forced to send out our shows as SD.  I asked for a time-frame on when Adobe will fix the support agent was unable to answer that. I should mention that earlier this morning I called and was told to uninstall PP, reinstall and reboot, and that my issues will be corrected.  I had done that before I made the call. He also said my computer was infected, but that was not the case.  I called back I asked for someone in "level two" support, and someone who would be knowledgeable about the closed caption features.

I found a work-around....I think.  I installed PP 2015.3, which is less buggy. But the preview of the CC is finicky, and when I render captions, not everything shows up. [sigh!]

Mainly, I just want this to be fixed ASAP.... please!

I am sorry for the trouble that you have been through.

We have seen a couple of issues around captions and our Engineering Team is aware of that.

I asked for a time-frame on when Adobe will fix the support agent was unable to answer that.

I am sorry but even we (Support Teams) are not aware of that & this is something confidential with few.

Some CC2017 machines in our shop also display the same behavior for CEA-708 captions:

  • Spaces between letters
  • Periods between words
  • Missing second lines depending on screen position
  • Random characters between words
  • Faulty 708 captions have resolutions of 640x480 in the caption's bin properties, when created in a 1920x1080 sequence.
  • During caption creation, a warning pops that the caption settings do not match the sequence properties, do you want to change the sequence to match. The faulty caption result is the same whether we answer yes or no.
  • We have not discovered what seems to trigger the 708 fault, but all machines match, except for the windows user profiles.

CC Support confirms that there is a bug that will be fixed in a future release. As workaround, they advised to caption in CC2015.4 of Premiere Pro, or use 608 captions instead. Neither "workaround" is acceptable in a modern, production NLE.

Basically this forces us to preserve/reinstall CC2015, and run every CC2017 export through CC2015 in order to caption it, for every version.

Telling our clients that we cannot produce CEA-708 captions is not a viable business option.
