I am using RH 2020.6.76. Although I have set all the parameters in the output setup with Azure blue skin, I could not able to see the functional bar in the final html output. Moreover, the buttons like next, previous, expand/collapse, print are also not visible in the final html output. Please help me out to resolve this issue.

Thanks in advance.

The previous and next buttons will only display if you have set up a browse sequence and selected the browse sequence in the output preset.

If you are viewing the mobile or tablet layout, then that will affect the buttons displayed. The tablet view will display a narrow strip of icons on the left side of the browser for LTR languages (like
English). Mobile view displays only the hamburger menu. Is either of those what you are seeing? If so, just make your browser a little wider to confirm you get the full table of contents.

If you never want to have the mobile or tablet view, you can turn off the Responsive setting the Media Query section of the skin. Or if you need to tweak the phone and tablet width to make them smaller, you can do that in the same location.
