Importing TOC via XML?

I have figured out how to export the TOC via XML.  The generated .xml contains fairly simple tags and is easy to comprehend and would be straightforward to generate in another tool.  There's the XML import but it seems to only want to import the XML as content, not as the TOC.

If I want to create that brand new TOC in XML format file using another tool and then import it into the RoboHelp project to replace the empty one that is there after I import a bunch of WinHelp files, how do I do this?  I've done a lot of searching within the application, within help, online searching, etc. and come up emptyhanded.

Am I stuck in absolutely having to create/maintain the TOC within RoboHelp?

Can you not open the empty TOC in a text editor and paste in the file you have created?

Empty TOC as in the .xml that RoboHelp generated for me?

I found the .hhc file (silly me expecting to find a .xml ) which contains tagged content, so if I do the cut/paste into that in a text editor, it seems to reflect it in the project.  Is that the file you mean?
