Numbers in numbered list not outputting if list is in nested drop-downs

Using RH10, I want to put a numbered list in a drop-down hotspot, which is itself in another drop-down hotspot. Whether the list is directly pasted into the drop-down or inside a snippet which is referenced in the drop-down, the numbers do not render in output, and the first lines hang to the left.

Is there a solution to this?
