Problem linking to outside web material

I am using RH HTML 8.  I have authored a WebHelp online help for my client.  Now they want a tutorial comprised of a set of HTML pages containing SWFs launched out of the WebHelp.  These pages are in their own subfolder within the project folder and are linked together so I only need to launch the index page into a new window to be successful.  I have not been able to do this.  In preview the link works fine but after compiling the WebHelp I get a message stating that the target file cannot be found.  Any advice or other input anyone might have would be greatly appreciated.

I'm confused. Did you add the SWFs to the Baggage Files? Why do the SWFs have an index page? Can you launch them from a topic page instead?

Could you try explaining just a bit more? I'm not clear on the relationship of these SWFs to your help project.
