Problem with Shared project

We have a shared project between two people. We have found some issues:
1 - when user A published, some images went missing. Image files do not show up in user A's application, but they are in RoboSource. Images do show up in user B's application. If user B publishes, images show up. How can we sync user A and user B's files? (we have definitely gotten latest version of all files)
2 - when user A updates an existing topic and user B publishes, the changes are seen. If user A creates a new topic and user B publishes, new topics are not seen. If user A publishes, see issue 1.

I'm not sure if this is a client-side issue or a server issue?
