When building a new project in RH7 we noticed that certain topics that are down about 3 - 4 book levels are not displaying. When accessing the project we are seeing Page can not be displayed instead of seeing the topic

Look at the project root folder in Windows Explorer and you will see a file with the extension CPD. Make sure RH is closed before you rename it.

Are these pages remote topics? Have you got all the CHMs in the same location?

Try renaming the CPD and then reopening the project. Generate again.

Sorry for the ignorance but can you please explain to me what you mean when you say CPD?

This is not happening to all topics, it's not been consistent at all, however we have some book levels that are a longer path name than ones we are receving errors on.

Are we talking CHM files here and is it just certain topics or all topics? If it is all topics, it sounds like you have the CHM on a network drive. Move it off and all will be fine.

Maybe the whole path including file names is too long? This can happen especially if the local project is stored in My Projects within My Documents.
