Using generic URL's for topics instead of Map IDs

I am not very familiar with using CSH, but I would like to be able to provide the application developer with a generic url and have it resolve to the correct topic like the CSH feature does with Map IDs.

e.g. http://www.servername.com/rh/help.htm?topicID=1,
rather than RH_ShowHelp(0,'WebHelp/default.htm>WithNavPane', HH_HELP_CONTEXT, 1)

Any help would be greatly appreciated
