WebHelp PDF pop-up button?

I'm using RH11, and I used the advice on this board to create a button that will allow a PDF to display inside the WebHelp window with full functionality. However, I would prefer that the PDF display in a pop-up window instead of inside the WebHelp window. What additional step do I need to take to make that happen?

Double click the link and you will see some options for how the target opens.
