Vector versions of PNGs?

Hello, I'm trying to add a solid color background in Illustrator to image 541121258 – I have downloaded the transparent PNG but unfortunately the edges of the illustration are jagged. Why is this not available as vector? I may have to go back to the client and choose a different image. See screenshot attached.

Because the contributor submitted only the PNG file. May be they simply had only the PNG file. However, their creation process was flawed. 

There are several options, you could take to correct the flaws in the masking, all are more or less time consuming.
