The picture you present here has not been taken with a cell phone, but a cheap and outdated camera. Anyhow: whatever you use to take your pictures, the outcome needs to be perfect. If you have only a basic camera at your disposal, you do not have room for error.

Before investing in an expensive camera, however, you should be aware, that stock photography is not a way to become easily rich. Earnings will rarely cover the cost of the most sophisticated equipment. And as a second hint: the most expensive equipment does not make you a good photographer. As with all craft, there is a learning phase, where you will make errors and get rejections.

Your photo is very noisy - both color and luminance. 

There's also white balance issue and the edges are not sharp. This photo will definitely not sell.

A good compact camera is better to start with if you cannot afford a DSLR. You will have to select a good brand with the widest f-stop range you can find. And even then you will also need to be prepared to receive many rejections again because of the limitations. The best camera for stock-photography is DSLR. Also you will need a photo editor to make corrections to you photographs. Photoshop is a good one. I think there is a smart phone version on Google Play Store. 

To get your photo licensed on any platform you have to meet certain basic criteria. At adobe they are as at Tips for getting your stock photos accepted | Adobe Learn & Support tutorials. Otherwise, even if you find a platform that will take your photos as is without initially reviewing them, they will not sell and eventually the moderators will review and remove them to make way for good quality photos.

All images submitted to Stock are judged the same way.  Most Stock contributors use good equipment, tripods and lights.  They likely have more years of photography experience, too.  

• Save up for a new or used entry-level DSLR camera.

Your photo needs to be more in focus. The bright areas should not be overexposed. You need to remove things from the photo such as the chair on the right side.
