After uploading photos, and submitting them, I cannot upload more photos unless I run CCleaner to flush everything from my system first. This is very irritating and time consuming. The messages all indicate that the subsequent uploads are fine, but when you return to the page , nothing has been submitted.

With CCleaner, you mean the 3rd part tool of that name? If yes, there aren't Adobe products involved.

XPICS will use an FTP type transfer. This is a XPICS problem.

It is easy enough to test this by submitting one picture with a different method.

If you have trouble on a site, using a tool, you should test the operation without the tool. If the problem follows, it's not the tool. If the problem goes away, it's the tool. You need to know that those tools need to use eventually undocumented functions and behaviour of the site. It is enough that one program changes slightly it's interface to break the connection.

Hi. The solution to the problem is : upload the photos. Before doing anything else, refresh the page. Now the photos move to In Review when submitting. Thanks.

Glad you found a solution to your issue. I've never experienced this, so it seems I've like a browser problem than an Adobe website issue.

OP uses a third-party tool to upload the assets. It's a problem that is not related to Adobe, as Adobe does not support third-party tools to be used with Adobe stock to upload and submit your data.

100% agreed.
A hard refresh (Ctrl + Shift + R or Ctrl + F5) is often necessary to clear a sticky browser cache.
