Can we animate Twitter x, Facebook,etc logos in after effects and contribute to adobe stock is legal?

No. Of course not. That would be an IP violation, unless you have a property release from those companies to utilize their logos in that manner.

An easy way to check to see if something is acceptable is to see what is already in the Adobe Stock database. I see many social media icons, but they are mostly marked for Editorial Use Only.
There are quite a few assets in those categories already when I search for them, you should consider if you could make your asset really stand out in the crowd if you decide to submit.
Make sure you meet the requirements for submitting for editorial use only first. Cheers!

Sure! You get paid the same amount as with other assets. It's only that they have limited use.

You must have more than 100 downloads to submit Illustrative Editorial content.
Editorial Use Only can't be used commercially. Its limitations will impact your sales. You won't sell as much as you would if it was for commercial use. Something to consider.

There is no other way to submit "animations" to Adobe stock, so they must be video.

Adobe Stock doesn't sell WebP or GIF animations. Perhaps there's not enough demand for them.

For MOGRTs you need to be invited. That's not for the usual contributor.
