When I look at it full size, it is not sharp, and there is chromatic aberration on almost all the color boundaries. The composition isn't great either.
Photos need to be tack sharp, and free from chromatic aberration.

Thanks for the feedback. I'm not sure how to "cure" chromatic aberration. Could it be caused by the fact that the photo is through water?

Chromatic aberration is a lens defect that happens even in the best lenses, when there is a high contrast between light and dark. It is corrected using your photo editor like Lightroom or Camera Raw:
If you shoot raw and your lenses are in the program's database, chances are good that you can use autocorrection.
Similar phenomena may also happen in the water, as it is basically breaking up white light into its components. Chromatic aberration - Wikipedia
In addition to the missing sharpness, there is also the white balance that is too cool (blue). You would need to correct that also.
For an ill composed picture that is out of focus, correcting the white balance and the chromatic aberration is lost work.
