Approved pictures do not show up on Adobe Stock in UAE

You are located in a restricted country with limited access to Adobe stock assets. Probably for legal reasons, Adobe adds a second moderation layer on the images in such regions. And to streamline the process, images get an additional vetting when they reach a certain number of sales/downloads, where the number of sales that an asset needs to reach is unknown and seams to be a moving target.

Your assets are open for sales in the major regions of the world, so the penalty is very low, except if your assets are targeted to the local buyers.

It's caused by regional content filters.  If someone from another region looks at your page, they'll probbly see all the images.

This is not uncommon; images require additional vetting to be offered in certain countries.
