Asking for release then rejected for lack of appeal

I was asked for a release for a video footage and after submitting it the video is rejected for lack of appeal.

If the video was lacking appeal, which I could understand without a problem, why asking for a release first, this is just time loss for us and for your reviewers...

It's likely this was reviewed the 2nd time by a different moderator. You are correct, if the file lacks appeal we should simply reject it instead of putting it into remind to complete mode. Thanks for the feedback, I will be sure to pass it on to the team.
