Can files be uploaded to Adobe Stock with mobile data?

From the point of view of Adobe, your Adobe ID is what is important. As for the rest, you can use any technology as you want or need. I'm uploading from different locations, even different countries. It doesn't matter. The IP address is never static if you are an end user, except if you pay for one of those rare static addresses. It's irrelevant for Adobe in this context.

As a matter of a fact, the internet has been designed to use different technologies to connect to other machines. That was even the case for the time when the whole internet was composed of 8 computers only.

Yes... Once you have the speed to handle the size file you have, you can use mobile data to upload to Adobe. Several of my submission to Adobe was done using mobile service.

Adobe doesn't care how you upload images. However, it's a good idea to review your images on a full sized monitor before uploading. A phone screen doesn't allow you to carefully inspect for quality issues.

Hello, I haven't tried myself, but I don't see why not. It will just add to your data package, so it could cost more, rather than using Wi-Fi connection. You need to experiment!
