CAn i make new account to same Email?

If your account has been blocked you are not allowed to create a new one to circumvent the block.

Contributor accounts are attached to your Adobe ID. Obviously, you will need a new Adobe ID. And the Adobe ID is your e-mail. So the answer is no, you can't use the old e-mail for a new account. 

You also can't use anyone others real ID for your new account as this would be fraud. You need to assert that the assets are yours, and you need to submit a tax form, which is a highly official document. You can't put wrong data in, or you will go to prison. (At the end, that may be a real possibility)

You can use your old Payoneer account to get the payout from your new account. 

Contrary to other providers, you do not ask specifically for an authorization to open a new account with Adobe stock. But be assured, that Adobe will know that your former account got closed and they won't tolerate any further wrongdoing.

Certainly opening up a new account using "family member details" would also be considered fraudulent activity.
