I've gotten a rejection for this photo. This is my first time posting on Adobe Stock. I'm wondering if someone could point to the specific issues in this photo.

This is clearly AI and not a "photo." The tell-tale sign is the signature or logo in the bottom right corner. That would need to be removed. Although I stilll don't think it would be accepted. I can't think of any commercial value to this image.

What was the rejection reason? The watermark is a 100%-refusal. But it also looks like there are some quality issues with the file. The splash does not look real to me, but I may err on this point as splashes are not in my general competence.

So, can images be rejected for non-quality related issues? For example, having no "commercial value"?

I believe that is one of their copperplate reasons for rejection. I think. We just don't see it very often, as there are usually other issues that arise first as reasons for rejection.
