Critique on a first picture that was rejected

If you submitted a PNG file: PNG file format should only be used for pictures with a transparent background. All other photos should be submitted as high quality JPEG files. As a rule of thumb, a file size of 2-4Gb should be enough.
FYI: if your picture resolution is below the required minimum resoltion of 4 mega pixels, you won't be able to upload them. If you can submit the asset, all (most of the) parameters that can be checked automatically, have been checked.
Quality issues mean that the moderator has found at least one problem with the picture itself, like focus, exposure, artefacts etc. As you have here focussing issues, I see very little possubility to correct this picture. Exposure can be corrected in limits, artefacts are very often introduced by the processing, either in-camera or by post processing.
